Later, he pursued a Master of Divinity degree from the Church Divinity School of the Pacific in Berkeley, California. Additionally, he completed clinical pastoral education at Oregon State Hospital's Forensics Unit.

Heard's career was diverse and impactful. He began as a teacher at Klamath Union High School in Klamath Falls, Oregon, and later became an assistant professor at the Oregon Institute of Technology. He taught a variety of subjects, including language arts and political science, influencing the lives of many students. He also held the position of principal at the elementary school in Falls City, Oregon.
In the realm of politics, Heard made significant strides. He embarked on a political journey by running for the State Legislature in 1968 and won the position of State Representative. In 1981, he rose to the position of President of the Senate. Following a distinguished political career, he transitioned into the role of Director of Commerce in Governor Victor Atiyeh's Cabinet.
