Bayani Flores Fernando July 25, 1946 – September 22, 2023 was a prominent Filipino politician, businessman, and professional mechanical engineer. From serving as the ninth mayor of Marikina to representing the 1st congressional district of the same city, Fernando left an indelible mark on Philippine politics and governance.

Early Life and Career

Born in San Juan del Monte, Rizal (now part of Metro Manila), Bayani was the son of Gil Fernando, the third mayor of Marikina. He completed his secondary education at the Marikina School of Arts and Trades (now Marikina Science High School) and earned a degree in Mechanical Engineering from the Mapúa Institute of Technology.

Business Career: BF Corporation

After graduating, Fernando founded BF Corporation, a construction company that was involved in significant projects like Rufino Pacific Tower and Edsa Shangri-La, Manila. He headed the corporation for over two decades, and it continues to be involved in various construction and infrastructure projects.

Political Career

Mayor of Marikina (1992–2001)

Fernando's political career began when he ran for mayor of Marikina in 1988, although he initially finished in fourth place among seven candidates. However, he was elected mayor in 1992 and served until 2001. His administration transformed Marikina from a 4th class municipality to a model Philippine city, earning 55 citations and distinctions. He was succeeded by his wife, Marides Fernando.

Arroyo Administration (2002–2009)

In 2002, President Gloria Macapagal Arroyo appointed Fernando as Chairman of the Metropolitan Manila Development Authority (MMDA). He held the position until 2009 and was also briefly the Secretary of the Department of Public Works and Highways (DPWH) in 2003. His tenure at the MMDA was polarizing but impactful, introducing innovations like U-Turn slots and pedestrian overpasses.

2010 Vice-Presidential Campaign

Initially planning to run for president in the 2010 elections, Fernando eventually opted to run for vice-president under Richard Gordon's newly formed party, Bagumbayan. He lost the election, placing fourth in the polls.

Return to Politics: 1st District of Marikina (2016–2022)

Fernando made a political comeback in 2016 by running for the congressional seat of Marikina's 1st District, winning with 54.21% of the vote. His term was not without controversy; notably, he was among the 70 representatives who voted to reject the franchise renewal of ABS-CBN.

Personal Life

Fernando was married to Marides Carlos, and they had one daughter, Tala Fernando. He was a member of the Philippine Independent Church.

Death

On September 22, 2023, Fernando passed away at the age of 77 after accidentally falling from his house's roof. His death was confirmed by the Metro Manila Development Authority, his wife Marides, and the chief of staff of incumbent Marikina Mayor Marcelino Teodoro.

Legacy
